This permission allows you to manage if a user can see the estimated hours you have specified for a service item.
When turned ON:
The user can see both the clocked hours and the estimated hours.
When turned OFF
The user only see the clocked hours.

Go to the System Settings > Users and select the user you want to change this permission for. Open the Services section and look for the "View Estimated Hours" permissions under the "items" section
